Windows Server 2016: No bootable devices

Alright, So me and some friends are putting together a computer that will run as our basic server for games and other media. So we've scrapped together some parts and made everything needed for the computer. I am currently a student and was able to get a copy of Windows Server 2016 for free. I download the ISO file, use Rufus to make a bootable USB, plug it into the computer, start it up and after the MSI splash logo it says "No bootable devices"

Scratch my head an think it must be something with the bios. After 2 failed attempts of getting to the bios I make it to the CMOS settings and there is nothing about storage or boot order. Any suggestions? I would really like to get this thing up and running ASAP.

Edit: PC specs:
CPU - AMD FX-8350
Motherboard - msi 760gma-p34(fx)
RAM - 1 stick of 4GB DDR3
GPU - AMD Radeon 6570

I KNOW these specs aren't the best. These were parts we had just lying around and I am definitely going to be doing some upgrading soon.

Also I tried to boot the USB from my laptop and nothing. I checked and made sure that I made USB boot before hard drive. I used Rufus to transfer the iso to the usb using NTFS. What is it that I am doing wrong?
