Question Windows Settings show a security issue even after reinstall, is it some software or a breached bootloader ?

"Security at a Glance" page shows:

" App & browser control needs something enabled and Local Security Authority is off "

" Reputation based protection under the App & Browser control is disabled "

Local Security Authority page lets me toggle it to "On" but then if I go back to the page, it's off again
It was like this so I reinstalled Windows... but it's still like this again.

When I select Quick scan or Full scan, nothing seems to happen but it says a recent quick scan was scheduled and ran.

Offline Windows Defender shows a button saying it would run, but would require a reboot.
Ok I did offline full scan
Just kinda odd that my security settings seem inactive or won't run normally

yeah it seems I had Malwarebytes installed but hadn't ever ran it, even from the welcome screen

Update your post to include full system hardware specs and OS information.

Any other anti-virus or malware software installed?

Look in Update History and Reliabillity History for any problems with respect to security updates and security software.

Try running "sfc /scannow" and "dism".

Could be a buggy or corrupted system file.
 
It says Windows Security Health service had stopped working this morning
The same exact time as Microsoft Phone Link, it also says stopped working, which I installed.

Then also says Windows Security Health service stopped again about an hour later.


It's a pretty new install. I ran SFC now and it says integrity seems fine. DISM says no corruption found.
I closed Malwarebytes now. It seems maybe the Windows settings is working now. Let me reboot and check.

Edit: Ok I rebooted and the Local Security Authority says it needs to be rebooted to activate. I just rebooted. It still says that. It says it's off, but the toggle shows 'on', but that it hasn't engaged or whatever.
This had happened before I reinstalled Windows also.

Look at the details link, you probably have some old driver that’s not compatible with memory integrity
