Question Windows shows lower dram frequency ecen cpu z

Im new to this forum hope i didnt mess with any rulles to post like this
So ive got 4 slots of 4gb 3000mhz adata flame series with cl16
And i put them in their slots in motherboard exactly as the manual said and in bios i tried to change the frequency to 3200 and 2933(in case that my motherboard doesnt have 3000mhz)and by the way its x399 rog e strix
And in the bios it shows the amount ive typed and saved but in windows task manager and cpu z says that i have 1600mhz installed with 16gb what should i do
 
But if i change the dram frequency in bios from 2666 to 3200mhz
The cpu z will show me a frequence between 1312 to 1700mhz how is that possible that my rams only have 3000mhz how can they produce 1700×2=3400mhz?????
And also my rams are ddr4 in case if its have to be known
