Windows Smart Card Manager No Longer Working

I use a smart card (CAC) reader with Windows 7 to access Outlook Web Access. Recently, it stopped working with Internet Explorer and Chrome,both of which use internal Windows Security for smart card certificates. I still have some functionality with Firefox, so I know the Smart Card reader works. With IE and Chrome, I no longer get prompts to select a certificate when attempting to access CAC sites. Does anyone have any recommendations on how I can reset or troubleshoot? I reset IE and that didn't fix the issue.

Go into system restore and select a restore point to the date before this issue started happening
