[SOLVED] Windows soft locking randomly

Sometimes when using my computer, especially when I'm just watching videos in a browser or just browsing in general, my computer will soft lock. I'm not able to close the browser, open any other programs, use the start menu or the taskbar. Attempting to shut off the computer through software either does nothing, or attempts to shut down infinitely. I am forced to hold down the power button for the PC to shut down.. I have reimaged the computer 3 times, ran memtest86 with no errors, ran chkdsk with no errors, ran sfc with no errors, and at this point I'm at a loss. My specs are an AMD 5600x sitting in a B550 Tomahawk from MSI, MSI 1660 Super, and 32GB of Trident Z 3200 ram. I would appreciate any help I can receive in fixing this issue and I thank everyone in advance.

PSU: make, model, wattage, age, condition?

Look in Reliability History and Event Viewer for error codes, warnings, and informational events that precede or correspond with the times of the soft locks.

Power down, unplug, open the case.

Clean out dust and debris.

Verify by sight and feel that all connectors, cards, RAM, and jumpers are fully and firmly in place.

Power supply is an NZXT C850, brand new, bought in March. The entire PC was actually only built 3 months ago. I keep my PC in a really clean room so there isn't much dust to speak of, but I've cleaned off what there is. I have verified that everything is properly seated. Looking at reliability history shows hardware failures from today and 4 days ago.
