Windows start up issue

Hello everyone,
I recently tried to improve my pc’s for more performance. But it got into an infinite loop of rebooting and a blue screen showing up with the error message “Bad Windows Configuration” So, I tried to fix it using this tutorial https://youtu.be/Wor7mASx3ws After this I rebooted my pc, but then a blue some sort of login screen shows up saying “account you must log on as an administrator to continue, but this PC does not contain administrator accounts“ it only gives me the option to reboot and nothing else. I’ve searched for a solution, but I did not find one.

I hope you can help me out.

Do you have admin access to another computer?

If so, someone else may be able to point you in the direction of a recovery cd. I have never used any of them, so I couldn't tell you which one to use, but im sure someone else can.
