Windows start up issues

The blue screen of death happened to me a few days ago, but nothing seemed to be wrong at the time until yesterday. I was playing "Players Unknown" and my screen started to stutter / flicker. A few hours later (non continues play), I loaded up a different game (Dead by daylight). All of a sudden it glitched out and I saw grey bars across my screen. I then hit the reset button on the computer and now it wont start into windows.

Here's what happens:

No beep on start up
Black screen with some red bars across the screen
Windows loading bar without the logo
Black screen
Restarts
Black screen with some red bards across the screen
"_" blinks at the top left of screen
Windows Repair / Recovery Blue screens loads in
If I load into the "UEIF" option, I get a blue screen with red bars across the screen.

I can only load windows through safe mode and system restore gives error: "Unspecified error (0x80070091). I built this new computer 2 years ago and I don't think it's the PSU or GPU, but I did unplug and plug the PSU and GPU. I want to avoid having to reformat, but if I do I will. The only new thing that's been downloaded is a steam game and windows update. Other then that, I didn't do anything different then I usually do.

Any Ideas on a fix?

CPU: FX6300
RAM: 16gb Crucial Ballistix Sport
GPU: Asus R9 270 2GB
OS: Win 10 64 Bit
HDD: 1TB WD
MB: Gigabyte 970A-UD3P
PSU: EVGA 750W 80B

Nothing is overclocked.
 
Solution
Even though you don't think it's the GPU, could you try another one? Most of your symptoms point to the GPU, but unfortunately it could be something else. You need to swap parts to determine which one is failing.

At this time, I don't have a spare GPU to test it. I thought if it were to boot into safe mood, the GPU wouldn't be the issue. I'm currently resetting the motherboard (removing the cmos or the small battery on the board) to see if that fixes the issue. Then I'll test the RAM.
