Question Windows startup problems after login ?

I'm brand new so I apologize if this isn't the right place for this.

Ever since I installed my second monitor I've been having an issue starting Windows. The PC boots normally until after I login to my Windows, when I login and get to my desktop all my icons load up fine, but my task bar won't load, my wallpaper won't load, I can't open any applications, and none of my start up programs are running. My PC will sit like this for 2-5 minutes, then my wallpaper pops up on both monitors and everything goes to normal and functions as it should. I've attempted disabling fast start up and a few other things, all in vain. Does anyone have any ideas?

RYZEN 3700X
GTX 1080SC
16GB RAM 3600Hz
MSI x570 A PRO MOTHERBOARD
1TB M.2 SSD SABRENT ROCKET
EVGA PLATINUM CERT POWER SUPPLY (NOT SURE EXACT WATTAGE)

what are both monitors?
I assume it doesn't happen if you unplug second monitor?

its odd it takes so long. its like its waiting for something to reply and when it times out, then it shows desktop.

I wonder if it happens in safe mode?
on the logon screen, instead of entering password, open the power options menu
while holding left shift, click the restart button
this restarts PC in a blue menu
choose troubleshoot
choose advanced
choose startup options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

that maybe tell us if problem is hardware or drivers, depending on reaction
if its still slow, it could be hardware
if its fast, it could be drivers

the delay can be caused by any hardware - Any old mouse/KB/Speakers/external hdd attached?

adding new hardware can be enough to make something older start to play up, I upgraded my GPU and suddenly my speakers would cause exactly what you are experiencing, no desktop wallpaper at startup, but on a restart it would sometimes work. took me a while to figure out cause as I was blaming gpu.
