Windows stops install because it gose into safe mode

Hello,
my windows 7 wont install its says starting computer for first use then stops and says it can not complete install due its in safe mode . ive tryed restore it back to factory setting but that dose not work please help

I have not encountered this error before and believe me I have seen virtually every Windows 7 installation problem. Only three possible causes spring to mind

1) Corrupted installation media.
2) Faulty memory.
3) Faulty keyboard.

Is the Windows 7 installation disk known to be good, genuine?
Check the memory overnight with memtest86 4.0a.
Replace the keyboard.
