windows struck in starting

Hi friends, I got same problem of stucked in starting windows, so now what I did tried to reinstall my window which I got the my back upp CD,now I after installation not able to reboot now it's not able to get in safe mode also.

Reformat your Drive completely then do a fresh install of windows onto it, after that it should boot fine. If need be use the https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool to download your OS instillation onto a flash drive then use it to install it onto your Harddrive.
