Question Windows stuck on loading

I have just upgraded my cpu, motherboard and ram to an i5 9600k, gigabyte z390 ud, and 16gb vengeance ddr4 3000mhz. I am able to get the system to boot to the windows loading screen, but it just gets stuck halfway through the animation. Is this a hardware issue or can it be solved by reinstalling windows?

When I power the system on, the motherboard's error LEDs go to DRAM, then the motherboard restarts, goes back to ram, then to VGA then to boot, then they all go off.
