windows switching to other windows when touched by my cursor

Whenever i have a windows that's on top of my other windows,I would need to be precise with my mouse because whenever i move out of the smaller window it goes behind the bigger window.
i'm trying to fix this but dont seem to find any solutions on the internet. Can someone help?

Can you post a video of what you mean? I mean if you've got two applications with different window sizes open, whatever application you're actively working on stays on top. Maybe try having your two windows side by side? I mean move your application with a small screen to the side of the other one. Or hit the to opposite side walls of your screen to create a split screen?
Unless I'm not understanding the question.
