I have heard several things about tweaking windows and I want to know what is
the best program out there to do that. I found a free one called Fresh UI on
freshdevices.com I'm just curious if that is a good enough program to make
windows run better or if I need to do something else?

Also there is a program there called registry rescue and I have a program
called easy cleaner but I am hesitant to mess with the registry cause I dont'
really know what I am doing.

You don't really need a tweaking program to get the most out of XP. As
to a registry cleaner, your reservations are wise. Cleaners can cause
more harm than good particularly if you are not knowledgeable about the
registry. Lurking in this newsgroup for awhile is a good way to build
your knowledge.

It's best to leave the registry alone unless you are a hardcore user.
Most programs that claim to 'clean' your registry are useless at best and
harmful at worst.
IMHO, reg cleaners are a waste of your money at best or spyware.
If you really feel the need to tweak windows, use the MS TweakUI tools from
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
