if you can get into user you can always make a new local user and make it admin -

and give it access to all the other users files
when on broken user
go to c:/Users/olduserfolder
copy contents onto C:/Users/Newuser folder
names of folders change based on what yours are
this gives it access to the old users files and might save a clean install. I did it myself a few years ago.
you don't need to reinstall anything.
might need to set up browsers. And desktop.
