Windows UI and other things break

I've had windows 10 for some time now, since the upgrade from windows 7 became available.
Recently I've started having some issues, the icons on the desktop don't display and many other icons won't display. I've rebuilt the iconcache.db manually around 4 times so far but it keeps damaging itself somehow. Also many of the windows features like the control panel for example won't display. Generally the disk speed seems to slowing as well, for example it can take up to 2 minutes for all of the items of a specific folder to be displayed if I route straight to it via command prompt or the file path bar.
I'm worried my HDD may potentially be dying, but if anyone can confirm anything I'll be deeply grateful.

CPU: i7-4790k
Motherboard: msi z97s sli krait edition
Ram: 3x4gb @ 1660Hz 1x2gb @ 1660hz
Powersupply: 550w
Hard drives:
C: - 500gb Seagate 7200rpm
D: - 1tb Seagate 7200rpm
E: - 320Gb Samsung SSD (Not a boot drive)

If files are constantly corrupting and disk speeds are slow it may very well be a HDD failure is imminent. If your BIOS has on-board diagnostics run a self check on the HDD. That should tell you if anything is wrong.
