Windows unable to format memory card

I have (32GB) SAMSUNG EVO PLUS memory card it is not shown on my smartphone when i put it on PC it shows but the files on the disk is not deleted i also try to format it. But the pop -up comes window is unable to format . I check in device manager they i seen my memory 29.9 gb with 2031.09 GB unallocatted space

Card may have a write-protect lock on it (a little plastic slider-switch). Make sure it is in the unlocked position otherwise formatting will not be possible.

If that's not the issue, bin the card and buy a new one, preferably a different brand like SanDisk.
