Windows update dont want turn on

Hello,
why my windows update in win 7 cant turn on?

Make sure BITS (Background Intelligent Transfer Service) is turned on. To do this, go to start menu, type "services.msc". Click Yes if prompted. Find "background intelligent transfer service", right click it and press "Start'

Is there any chance that you have an illegal copy ?
