Windows Update (KB4091461) Is this a virus? I cant find it anywhere on official site with any info

Not a virus if delivered via Window Update. Just another update.

Make sure the number you posted for the update is correct. Also, was this update flagged/identified as a potential risk by your anti-virus program?

The last couple of updates happened on Sundays and other odd days. Since the Intel issue we have been getting these updates from Microsoft fast and furious, so far two in Jan. and two in Feb. and we just got another one.
 

True. However, when not releasing patches so rapidly, the normal big push is the second Tuesday (like the one earlier this week).

Many denizens of the 'Net are completely unaware of this process.

Its telling you to update windows 10 to a version supported by Microsoft. Only 2 versions are currently covered, 1703 & 1709, you are on an older version.
