Windows update KB4457128 is causing severe issues

The update was successfully installed the other day, however Windows Update is trying to download and install the update a second time and it is causing constant system lockups and crashes. I am 99% certain this is the issue as this did not start occurring until the update failed to install according to the Reliability History tool. I took apart my machine, cleaned it, reseated everything, and the issue persisted until I stopped the Windows Update service via Task Manager. In the update history there is no option to remove the second update from being downloaded and reinstalled. Any ideas on how to fix this?
 
Maybe this is because of KB4456655 which is a "Servicing stack update for Windows 10, version 1803" and as per the support page of KB4457128,

"When installing the servicing stack update (SSU) KB4456655 and the latest cumulative update (LCU) (KB4457128) from the Microsoft Update Catalog, install the SSU first to mitigate potential issues while installing the LCU."

So that might be the cause of 2nd offering as WU might be removing the first one for installation of KB4456655 (thanks to Robert Aldwinckle's log above) and then checking, downloading and installing CU once again. But still doesn't explain the 1st update was even offered.

it appears the order of both patches is the problem. You may need to remove the 1st one and let 2nd one come on. or download the 2 files from the windows update catalog and install them manually.
 


I'm looking and it says 4456655 installed before 1803 did. Problem is 1803 is trying to install itself a second time and I cannot find any way to terminate the installation without disabling windows update service. As soon as I disable windows update so it cannot try to install a second time my computer runs fine. But if I do not and it tries to install a second time it keeps locking my system up.

Installation Failure: Windows failed to install the following update with error 0x80073712: 2018-09 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4457128).

If I try to run sfc /scannow it says Windows Resource Protection could not perform the selected operation.
