This fix should mostly draw the attention of those who are using Norton or McAfee anti-virus as the two appeared to be causing the 0x8e5e0147 error. In general, disable any antivirus software running on your machine and navigate to Windows Updates. If the problem is still there, do not enable your antivirus. Before doing so, check the settings of Windows Firewall:

Click Win key + R, type Firewall.cpl, and press OK.
Select Turn Windows Firewall On or Off option.
Go to Private Network Settings and select Turn off Windows Firewall (not recommended).
Once done, navigate to the Public Network Settings and select Turn off Windows Firewall (not recommended).
Click OK to save the changes and check if these steps helped to solve 0x8e5e0147 error code on Windows Update. If you have successfully installed Windows Updates, make sure to Turn on Windows Firewall both in Private and Public.

It might be faster to download the Windows 10 media creation tool ask it to make an installer for another computer, create a USB or DVD and then run the update using it (run setup.exe in file explorer). As it might get you to where you want to be faster than running all these fixes.

Especially since the Features update will fix all of these problems once its installed. Feature updates are new versions of win 10,
 
Solution
I had a similar issue with my work PC when trying to upgrade to 1803. I went through all of the troubleshooting steps on the Microsoft site:

I ended up having success at the step before the final suggested wipe and re-install step.

I chose the "Update Now" option on this page and updates began working again following the update:
https://www.microsoft.com/en-us/software-download/windows10/

This 'Update Now' process took approximately 1.5 hours, but it worked. It required a manual reboot and a series of auto-reboots. The progress bar seemed "stuck" at times (I was tempted to stop everything and go to the re-install step, but I patiently let it work its magic). After it was completed, it all worked out.

I wasn't sure if the upgrade assistant used the windows update process to run its update, in which case the errors he was getting now would just trip him over. Its worth a try. Bonus to making USB is you only need to download the files 1 time, whereas if upgrade assistant fails, you still need to download the updates again.
