Windows Update Refuses to Install Update 1607

I've been doing local tech support for several years and I fix almost every problem I come across.
This problem on my personal computer has me at a loss for anything to else to try.
Windows updates fails every single time it tries to install "Feature update to Windows 10, version 1607".
I am currently on 1511 Build 10586.753.

I should mention I have symblink/dirjunct between my HDD and SSD and this problem is also happening to another computer in my home.

Here is the list of things I have tried:

  • Running windows update multiple times
    Running windows update troubleshooter
    Disabling firewall / uninstalling antivirus and attempting to install
    Running the update through windows media creation tool
    Running the update through windows standalone upgrader
    Running Sfc /scannow
    Running dism /online /cleanup-image /restorehealth
    Disabling all startup programs in task manager
    Attempting an upgrade off a flash drive with windows upgrader on it
    Reinstalling my audio/graphics driver
    Unplugging every USB device during installation
    Trying to download the update off of windows update catalog (It says the update isn't applicable to this computer)
    Following an online registry fix to set Allow Upgrade to true
    Scanning with Malwarebytes.
    Uninstalling recently installed programs
    Reading windows update logs for clues

None of those potential solutions have work so I would greatly appreciate any suggestions for how to remedy this issue without a clean install.
I can upload a copy of the error file if that would be helpful.

IT WORKED! For future reference of anyone with a similar issue, create a fake users profile on you C drive with important system files (including hidden system files), temporarily disable your directory junction, have windows use the fake users profile during the upgrade and then recreate the dir junction.

The problem is you are on the release build of Win 10 and trying to get to 14393.693 in 1 bound and I have seen it fail doing that many times before.

The only solution that works in most cases is the one you don't want to do.

If I understand you correctly are you implying that I would have needed an update in between the release build 10586.753 and the current build 14393.693 ?

Seems I was wrong, you on the November 2015 build of Win 10 and trying to get to anniversary edition which isn't as much of a jump as I thought.

what errors are you getting trying to update? or does it try and then decide it can't make any changes and rolls back? is it getting to a particular percentage?

Hey Rocky, that was his 4th thing he has tried :)

Using many sources I've compiled a list of things to try. One or more of them fixed my issue so if you don't want to waste time, it's a good idea to do them all (in order) - unless you're a scientist, then by all means, go ahead find the exact answer ;-)

1. Uninstall all High Definition Audio Drivers (In Device Manager)
2. In Windows Update settings, set to never check for updates
3. Stop and disable the "Windows Update Service" (in Services manager)
4. Rename C:\$WINDOWS.~BT (Could be ~WS or other) to something else
5. Restart Computer
6. Retry Windows 10 Upgrade

You can also try other things like disable your Antivirus program etc... if this doesn't work.

Also, after the reboot you should make sure all the settings you changed are still there.

Guys, why am I the only one seeing he already tried the media creation tool??
 
Colif, I know that he does list it as the fourth thing that he tried but if he did not follow the steps precisely then maybe that option has not fully been explored. I suggested as well as Paul NZ because it is important that the OP knows that if he downloads the ISO and saves it as file then puts that file on a USB stick using Rufus, then that option SHOULD help his situation.

Paul NZ and I are just here to offer to suggestions, that's all.

Will installing the iso from a USB do a clean install?
I was unable to boot from the USB, it gave me a message about running it in the OS internally.

"The computer started using the windows installation media. Remove the installation media and restart your computer so that Windows starts normally. Then, insert the installation media and restart the upgrade. [Do not select | Custom [advanced]| to perform an upgrade."

I am trying to do an upgrade not a clean install and hence this prevents the USB from installing the update since windows is not running when booting from a usb.

My current conclusion is that it is an issue with the sym links I have setup for the user directories. Does anyone know of a way to temporarily disable the link and re-enable after the upgrade?
