Windows Update (wuauserv) Keeps Turning Back On

Recently I reinstalled windows 10 for various reasons regarding the somewhat recent "creators" update. However, I do not wish to upgrade to this version of windows because of the problems it gave me both with windows itself and some applications on my computer. Thus, I decided to disable the Windows Update service to prevent the update, but it keeps turning back on. I first stopped the service, and then set the startup type to "disabled". Is there any way I can prevent it from coming back on? Or do I just need to suck it up and let the updates roll on...

change your internet connection to: metered

this means windows will not update because it will cost you money connecting to the net... or so you make it believe.

though it wont stop every update, it will stop the big ones.
