Question Windows updated and doesn't shutdown

So I pressed update and shutdown like an hour ago, and since then the monitors have turned off, LEDs on keyboard and mouse have also turned off, but the fans of my pc are still running, I tried pressing the power switch in case the fans were stuck for whatever reason but it didn't boot. Anyone know what is going on?

Specs:
CPU Ryzen 5 1600
GPU GTX 1060
PSU Corsair cx450 80+
Motherboard Asrock ab350 pro4
16GB DDR4 RAM

Restart your system and boot into Windows. Then, download and re-install the AMD chipset drivers.

Restart the system when prompted and then attempt a normal shutdown.
