Windows using half of installed RAM

So I was using Windows 7, it even happened on there shortly before I upgraded, my PC shut off out of no where, I was watching YouTube and it shut off and I had to power it back on, turned back on, and I noticed stuff was being laggy... Go to task manager, 90% RAM being used, go to System in Settings and it said 8 GB of RAM, but only 3.99 was usable instead of my usual 8GB.. Upgraded to Windows 10 last night, and it does the same thing, ill show you what it says.

I have 8GB installed but Windows isn't using it all..

Alright so no, I fixed it, was pretty simple, took my pc out from under my desk, I just switched around the ram sticks, so like I moved for example 1 with 3, 2 with 4, (6 slots, each one is either red or blue, I switched the reds with the blue) Now it works fine, showing 8gb, showing only 9mb is reserved.
There's a problem with your Hardware reserved amount. It shouldn't be 4.0 GB. It should be around 57 MB.

Did you do a fresh install of Windows 10 or did you perform an upgrade in place of Windows 7 to Windows 10?

Are you using the 32-bit version or the 64-bit version of Windows 10? I can see this problem arising with the 32-bit version or an upgrade in place from Windows 7.

I went from Windows 7 64-bit and upgraded to Windows 10 64-bit. And I am running a 64 bit Windows 10 as shown in the picture. The thing that is weird is it did the same thing on Windows 7, it was perfectly fine then started showing only 3.99 GB usable.

I seriously cant imagine its a problem with Windows 10, because like I said it did the same thing with Windows 7.

But it was doing the thing before the install, so I dont see that installing Windows 10 again would really do anything. Is there anything else it could be? I may get my pc and take out all the ram and put them back in. Its detecting the RAM, just not using it, which does happen with 32-bit but I dont have 32-bit
