Windows Vista gaming problem?

I have some issue on gaming in windows vista ultimate:

I have the old first game of call of duty, i played on windows vista and it hardly reach 10 fps.

I tried it on my windows XP getting average of 200 fps and max at 400. Why is it in vista i only get 10-20 fps. Is the game not compatible with windows vista?

System Specs are:
Intel pentium D 820 2.8ghz
2GB DDR2 533
7300GT 512MB DDR2
