Windows wont boot - black screen, small colored dots, horizontal white bar. Ubuntu *does* boot.

Hello,

Was playing a videogame yesterday when my computer blackscreened. I rebooted, selected Windows from grub2, and was presented with this screen: http://i.imgur.com/hZDxVoo.jpg

Hard restart and reselection of windows presents that screen. I can't type, click, enter task manager, etc.

However, I *can* boot into Ubuntu. It works fine. Furthermore, `nvidia-settings` launches and shows my video card is working properly (as best I can tell).

Setup:

Graphics Card: Nvidia 1060 6gb
CPU: Intel core i5-6500 3.2ghz
Motherboard: Asus H110m-e/m.2 micro ATX lga1151
Memory: Corsair Vengeance LPX 16GB DDR4-2133
SSD: Intel 600p 512GB m.2-2280
PSU: Corsair Builder 500W 80+
OS: Windows 10 OEM 64bit (nonfunctional) and Ubuntu 16.04.1 LTS
Monitor - Asus PB278Q 27.0" 1440p 60hz

Monitor is plugged directly into videocard via USB. This is why though normally I'd suspect the symptoms to indicate a fried graphics card, I don't think that's the case here, as Ubuntu is booting and running just fine through that line. Cord and monitor must be fine as well.
