Windows won't boot off of m.2 SSD

Using a Samsung 970 evo M.2 SSD with an ASUS TUF Z270 mark 2 board. Previously had windows 10 running on a 2 TB toshiba HDD. Unplugged the HDD, installed Windows 10 on a flash drive using media creation tool. The install completes, and goes to restart but after just boots straight to BIOS and wont finalize the installation process. The Bios is recognizing my SSD and it is the only option the in the boot priority, however after multiple restarts it still just boots straight to the BIOS. I have also tried disabling CSM, clearing secure boot keys, and setting secure boot to other OS before the install. Tried cloning windows off of the HDD as well with no luck. What am I missing here?
 
Compatibility Support Module should be disabled.

You need to use bootable UEFI USB drive with Windows 10 Setup* on it.

I have already tried disabling CSM and used a UEFI bootable USB drive with windows 10 on it with no luck
