Windows wont boot unless bios is reset

Ok, so long story short my computer got un-plugged when it shouldn't have.
its an HP Machine running windows 8.1 now when i turn it on it says secure boot violation, once i get passed that it says that there is no operating system installed on my hard drive.
i know enough about computers to have the idea that this is some sort of corruption in the MBR. i am unable to access the recovery tool to use bootrec.exe, i can hovever go to bios settings and chose "restore to defaults" then the machine boots up normally.
but i have to do this every time I boot. I bought this computer used from micro center so i did not come with any discs or anything of that nature. any help will be greatly appreciated
 
I ran bootrec /rebuildbcd, and got a notification saying that there were 0 operating systems on my computer i tried running a fix i found attrib c:/boot/bcd -h -r -s but that still didn't work. lastly i tried using disk part to select my os partition and try and mark it active but it would not let me. i really hope that i can figure this out and i appreciate you reply
