OS wont boot on a dinosaur of a computer. This system runs automotive wheel alignment software.
The build is old but until recently worked very well. The system is not connected to network for fear of any windows updates having issue with alignment software. I spoken to technicians at Hunter Engineering who basically want to sell me a new system at $30,000. Business has been too slow to justify that.

Details: The system runs windows 95, the current harddrive is a replacement. After resetings BIOs to defaults windows loaded once and system was fine. thereafter windows wouldn't boot. I had tried the harddrive in another computer and it looked bad. My partner went to microcenter to attempt to transfer software to a new harddrive but there lab says there a 6 week+ wait for service. They sold him a used hardrive that should have had windows loaded. Now BIOs recognises new harddrive but still doesn't boot to windows. I need a guru.

is windows on the new hard drive?

also, on your screenshots, it isnt detecting the primary master hard drive. ensure your jumper settings are good

I was told the reason they sold him the used harddrive is because windows was already installed.

well the bios is not seeing the hard drive if its supposed to be primary master. check the drive jumper settings

Unless window's is loaded doing a fresh install the system will not boot as the driver's for the motherboard will not be installed with the OS your only recourse is to do a clean install of windows on the new hard drive and then load the drivers for the motherboard, then install the hunter software.

A used drive that already has Windows on it is unlikely to boot and run correctly in your hardware.

Here's a possibility:
A newish system, that runs your desired OS (Win 95?) in a Virtual Machine.
Your alignment s/w gets install in that Win 95 instance, and runs from there.

Ok. I am being told this was a formatted HDD with no OS. I bought windows 95 install disk at set boot order to recognize cd rom first. I got exactly no where. I still need help.

all connections are secure.

Where did you get the Win 95 install disk?
Possibly it is bogus, or simply not created properly.

I looked at the files of the win95 cd on another computer and it looks correct.
I tried to boot from disk and nothing happened so I put my ear to the dvd drive
and I could not hear it spin up.

So I tried swapping out another cd-rom drive and tried rebooting and all of a sudden
bios can't see any of my drives.

So I think about taking one step forward and end up taking 5 steps back.

What I would like to do now is just switch software to a newer computer but,
the communication card from hunter that reads remote sensors may only fit that old mother
board. I opened up a newer computer and it's mother board had nothing to accommodate
that card. I'm gonna upload pics of the the cards maybe someone can tell me if there is a
way to use them on another system, or has an entirely better idea.

Right.
Does it need to be this PC, with this OS?

The manufacturer wants $30k to fix this...they are smoking something.
What is needed is some interface between the alignment device, and an OS + screen for you to manipulate it.

Alternate...is there possibly something newer, from a different vendor?
I can see the hardware (alignment thing) costing a pile of money...but the software? Not really. Especially for a 20 year old thing that runs on a standard Win platform.

We spent $25,000 with Hunter ten years ago, and my partner spent $15,000 for his system years ago. So that's $40,000 not including updates, and upgrades that went to Hunter. Techs won't do any more than offer us new equipment for $$$$.
It's a kick in the teeth to a struggling small business.

This whole motherboard really needs to be replaced. In picture "20170106_205148.jpg", at the bottom left, there is a bulging capacitor.

This happens as time goes on. And where there is one, there are others just waiting to pop.

Irrespective of the OS, is there any software that needs to be installed?
What actually communicates between the PC and the alignment machine? Is it the black port in the bottom slot on the back of the PC?

That's ISA. Pretty much phased out in 1995 pr so. Maaaaaaybe you could find a 1998 or 2000 computer with that slot but that's pushing it.

Right.
So you need a system with ISA slots, and obviously a working OS.
Problematic, but not insurmountable.

The software associated with those cards, however, may be an issue. That is the proprietary part that they want to charge you for.
Assuming there is specific software for this, how can we get that software application installed in a new OS and system?

The Windows 9x CD's were never bootable, a boot floppy is required to get the installation process started. You can grab an image here: http://www.allbootdisks.com/download/95.html
