Windows won't load. Cpu temp problem?

I installed a new cpu (Intel i7 4771) motherboard (msi z97s sli krait edition) and a new gpu (msi GeForce gtx 960) and when I try to turn on my pc it never fully boots Windows. It gets to the loading screen with the moving logo, it freezes, flash of blue screen, and then it acts like it just got turned on. Any help? Also my cpu is running at 99c so maybe that is the issue?

yes thats a big issue

I would check CPU fan connections/pump connection, and ofcourse thermal paste first.
