Windows won't start after reinstalling, PLEASE help

I had too much stuff on my computer so I used the official Windows 10 media creation tool to clean install my windows. I installed it via USB. After choosing the account, settings and others, I come on the desktop normally but after a minute everytning freezes and icons dissapear. When i restart the computer it gets stuck on the windows Loadings screen and freezes in to a black screen. I already reainstalled it 3 times and its always the same. I tried system restore, startup repair but nothing works and I am stuck, PLEASE HELP.

is PC a brand name or Custom build?
If brand name, what make/model?
If custom, what are specs?

That sounds like its a physical problem
