Windows Won't Start, Hangs on Splash Screen

My friends computer stopped working after it suddenly lost power, and shut down. It will go into the BIOS, but windows hangs on the splash screen. The startup repair tool doesn't fix anything. Is there anything more to do, or should we just reinstall windows?

Hi. If you are getting to the first screen then it is posting. If it gets no further than that, then most likely it is the Hdd.
