Windows won't start, is my PC ruined?

So, I currently have the following system:

FX-8320 with a TX3 cooler
HD 7870
970series gigabyte board
550w xfx
8gb ddr3 1333mhz
1tb hdd(it's only 5400rpm)

I've got it housed in a Corsair 300R case, so plenty of space for parts.

I've been looking at this bundle here:

I5 6600K + Gigabyte Z170M-D3H+8GB DDR4 2133mhz for £365

The reason i'm looking at upgrading is because I'm having a fairly big issue with graphics card artifacting on the main PC and NOTHING i can try to do to fix it seems to work. Wipe HDD and Reinstall windows didn't work, I've tried multiple graphics too including a 6770 and an old nvidia 8800gt, different HDMI's and I'm flat out at the point where I think there must be a problem on the motherboard end?

Infact, the entire system is refusing to start windows(it turns on and says windows failed to start) at this point. I am going to try and install linux on it just to see if it can do anything

Any advice on what I should do, should I go with the bundle and upgrade my parts? Take it to a shop and try to get it fixed(although they'll probably just tell me i need new parts anyway?) Or something else.

Oh i've also run Memtest86+ and it passed 100%

I assume you meant screen artifacts and not graphics card artifacting specifically. If you're seeing artifacts with multiple GPU's, the issue's not with the card.

Few other things to check.

- remove CPU cooler. Clean &reapply thermal paste.
- Is your CPU overclocked? The X3 cooler can only handle wattages up to 130, which barely covers a full-running 8320 at stock voltage (125w)
- run CHKDSK on your HDD. How old is it, by the way?
- update the BIOS of your motherboard
- clean system fans & dust filters. make sure all are spinning at spec'd speeds.
