I would definitely go with Windows 7 64-bit for the following reasons:
1. It's still supported by M$.
2. Most newer programs and games are now being written to work with 7 and not XP.
3. You can overcome the 3Gb barrier that you get with a 32-bit kernel (which you want to be able to do.)
Like mentioned before by bwrlane, if you have the option of upgrading your GPU I would definitely do so. You could probably drop another $50-100 on into a different card and get one twice as good.
Where are you getting the card from if you don't mind me asking?
