Question Windows xp embedded does not detect pci card

Hello everbody,
We inserted a digitus pci card (RTL8169 10/100/1000 Mbps) to pci slot. We don't see this card on the device manager. I installed drives, changed pc and tried different card but situation is same.
Could you give me a hint?

Windows Embedded does not work as regular Windows. You should to the company who deisgned that PC for help.
