Can you get to Safe Mode? Press F8 after POST and before Windows starts to
load. May want to tap this key during the initial boot for a better chance
at getting the timing right. A text startup menu will appear - select Safe
Mode. Log on with an account that belongs to the administrator group.

From here there's a few things to look into: If you suspect a virus is
blocking the loading of Norton, test the theory by trying to launch the
program manually. If successful, do a full system scan (scan all files and
folders).

Otherwise, adjust the startup behavior of Norton so that it does not load.
Start normally and try a reinstall or uninstall of Norton. You may want to
consult their knowledge base for troubleshooting installation problems with
their software. If you have just purchased the product, you may be entitled
to free tech support over the phone and could take advantage of that avenue
of help too.

Get rid of that software and use another one. Norton is known to cause
several problems with Windows.
