Windows XP monitor blinks, curser doesn't move

My windows XP stopped working. Monitor blinks, curser doesn't move.

...and what happens when you restart it? the same thing? when you say blinks what do you mean? is it flickering, flashing slowly or something else? Is this a light on the monitor or the screen itself?

The curser doesn't move at all. It starts, a few minutes later the screen goes blank for one second maybe, and then comes back but one cannot use it as the curser does not move. Thanks.

Have you tried a different mouse?
Does the PC respond to keyboard input?

I use a Toshiba with accupoint. Never used a mouse. The problem maybe there. I will try to connect a mouse. Thanks a lot for help.
