Windows xp not allowing administrative

Hello,
Windows XP not allowing me to open any program files, only just My Docs. No internet, cannot open system restore and such. Message that displays is "you may not have permissions to access". No matter what I try the same message keeps popping up even when I try to add a new user...please assist. Down and out PC user.

means you are not administrator and just a normal user

If its your stand alone PC you should be able to change your user status, or create a new user with administrative status by going to safe mode at boot. ie press the F8 key while booting

We cannot help you to find your admin password. It's against the rules for us to do that.

this computer belonged to libby. i bought it off her. i no the password. but know i can do more things with the computer. most times it says i dont have administrative rights. i have lost contact with libby so she cant help me. i just need to change administrative power so i can use my computer the way i want
