Solution
Vista or XP licenses are not sold retail anymore, so legit channels are not going to work - buying a disk/key from eBay etc are really the only option(s) available to you, and I'd be surprised if either were not already used, or go for ~$10.

Is there a license sticker on the tower anywhere? If so, and it's OEM, you can probably reinstall that OS - you just need install media, which should set you back no more than $10 online (as you just need the disk - the key is the 'valuable' part).

Otherwise, the only free options are Linux distros. Windows 10 *may* work, but will depend on the spec for driver support - and it'll cost considerably more than $10.

1. Neither. XP is off life support as of 2014, and Vista dies off in a few months.
2. You can't get it for $10 anywhere valid
3. Try Linux. Safer, will run on old hardware, 100% free.
