windows xp wont boot from usb bootable device

so i cleaned, formatted and partitioned my usb flash drive, and i plug it into my computer. im trying to get hirens boot cd to boot up so i can reset my administrator password. at first i was getting an invalid partition table error, now it reads the usb as a bootable device but when selected wont run and gives me a no bootable device found. do i only need to move the iso file or am i suppose to open up the iso and copy the files over?
 
Solution
You can't just copy the ISO file to a disk, an ISO disk image is an image of a disk, you need to extract that onto a disk and make it bootable. Get an ISO to USB utility and use that, or just burn the ISO file to a disk (not the file, actually create a disk using the ISO disk image file).

Solution
As mentioned above, you definitely need to create USB booting device properly, there are couple good programs even from Microsoft, that will help you to create boot USB
