with a different computer i am not getting the help and troubleshooter box
come up, i cannot connect to the internet, after trying to connect through
internet explorer 3 failed attempts and the computer shuts down..........
will reloading windows xp help??

you mean reinstalling?
it will help, 90 %, but before reinstalling it's better to save needed files
and documents to CDs or floppies, and than reformat disk with broken WinXP.

But before reinstall You can also start Control Panel -> Administrative
Tools -> Services.
Look list of services and status of services "Help And Support",
"Workstation","Web Client". If status is not "Started, Automatic"(2 columns),
double-click on them and press in next windows "Start", choose "Run
automatically".
May be i forgot some other service to mention, but these must be run to
access network.
