Windows7 error message help.

I want to register a DLL in win 7. The registration is ok but returns an error message 0x80020009 and to check the internet.
Any ideas what this means

Hello kencrane;
Try turning off your User Account Controls and re-registering the DLL.
Control Panel -> User Accounts and Family Safety -> User Account -> Change User Account Control Settings
