winload.exe is missing, error 0xc000000e on new pc

Turned on my 3 week old pc today and it would not boot. I get the 0xc000000e error that winload.exe is missing or corrupt. I reset the bios. I have disconnected all hdds and peripherals. I loaded a windows recovery usb, the system refresh failed, and the system restores all resulted in the same problem even though I had 3 recoveries to choose from. I'm not extremely knowledgeable here but I tried some solutions after a few hours searching. Command prompt through the repair USB for bootifx (like here) resulted in a failure because it shows 0 installations of windows, which is confusing. I also tried copying winload.exe through the command prompt and winload.exe is not found. Can anyone offer any solutions or help through this problem?
