Winows keeps lopping and doesn't start

When I try to power up my brother's pc the Windows logo appears and the spinning circle starts spinning. But then it just keeps going. It doesn't freeze or anything it just loops.. This began out of nowhere. Last time it worked, we replaced the fans and now it refuses. Anyone has any idea how I can fix this?

The fans and this problem should have absolutely nothing to do with each other

Try doing a windows repair and if that does not work you are just going to have to do a full reinstall.

How can I do a Windows repair witrh only access to the BIOS?

With a windows installation CD.

You can download windows 7 from digital river, and windows 8/8.1 directly from micorosft

If the computer is an OEM computer (Dell, HP, Asus, etc) then it likely already has a recovery partition on it with windows on it.

It seemed to be a cable that came loose. When I checked all cables, it booted again. Thanks for helping.

I really don't know. I tried them all. I suspect a HDD cable but I'm not sure.
