What's the correct WINS server address for a home PC with
a static IP address behind a router/firewall with a DSL
connection to the internet? Can you leave the server
address blank? Should you use the IP address of the PC
itself?

If you don't have a WINS server installed (and on a home network/standalone
machine you don't) leave it blank. You would normally just configure your
computer to receive an IP address automatically from the DHCP server in your
router/firewall.
