WinVista Ultimate infinite restart loop

Hello everyone !

I have a "nice" problem with my (a little old) PC and want it to share it here, maybe somebody will give me a little, very apreciated, help.

My system :

OS : Wndows Vista Ultimate

CPU : intel pentium 4 , 4.4 ghz

MOBO : MSI-7529

RAM : 1*2gb , DDR2

PSU : intex 400 watt

HDD : 250 gb

GPU : GeForce 8600 GT

The problem is the infinte restarting loop. I`ve tried switching the psu and extracting every piece of hardware. If i don`t start the system for days, i can enter into the bios menu, just at the first start , but immediately the system is blocking. When i extracted the pieces one by one , the beeps appear only when i pull out the ram (3 long , one after one , beeps). Maybe you have some suggestions for me about this problem (besides throwing it to the garbage). I`m sorry for my language.

it doesn`t boot in safe mode , i can't do anything actually. it`s constantly restarting. thank you for your suggestion

maybe i don`t understand , maybe i`m not explaining right....i did that in the begining of the problem , it doesn`t respond to the cd...could the dvd-rom have any fault for what`s happening ?
