Wiping a hard drive completely

Computer=Windows 7 64 bit professional

For awhile now my computer has been basically slowly dying. It slows down randomely, programs crash, even windows itself has started to crash constantly. This was just a minor annoyance but now it is blue screening within an hour every time I boot it up. I've tried to get into the boot menu but all i get is a black screen(i'm guessing its because i'm using an hdmi cord instead of directly connected to the video card). So my questions are

1. Is there a program that can delete my harddrive within the OS?
2. If so would it fix the blue screen or is that a bios problem?
3. If that doesn't work any advice would be great
