Wired ethernet speed slower than wireless

I recently updated my windows 32 bit installation to 64 bit, that is when the speeds started going down
I don't think the router+modem combo that I have is a problem, I've tried switching ports and everything. Over WiFi I get 30-35 Mbps speeds (My plan has a speedcap of 40) but over cable, connected to my PC, I recently started getting as low as 10Mbps. It used to get 40 Mbps, give or take 2,at any given time. I noticed it when I was playing CSGO and it showed that my best ping was 130ms to the nearest server. Since then, sometimes the problem subsides randomly but usually it stays and doesn't let me play online. When I installed Win7 64 I had no network adapter so I downloaded the latest Realtek gigabit adapter (ver 7.1 or 7.2) and it worked fine for a bit and then this happened. Win7 is completely updated.

Edit:
Upon running network diagnostics,this pops up
"Your computer appears to be correctly configured, but the device or resource (DNS server) is not responding"
 
Locate the ethernet adapter in Device Settings. Delete the current adapter and then shut the computer down. Boot it back up and Windows will detect the hardware and install the adapter again (a fresh install, if you will). See if that fixes your problem.
 


Just tried, didn't work. Speeds are still sitting at 10Mbps.
