Wired Internet Connection Slow Only On New Computer (Windows 10)

I have this problem with my brand new PC i built ( http://pcpartpicker.com/list/XGjMt6 ) , I am using an ethernet cable that I plugged into my router, my laptop is getting way faster speeds on wifi. I'm sure I have the ethernet drivers installed on the motherboard ( http://www.gigabyte.com/products/product-page.aspx?pid=... ) but im still getting awful internet speeds. I'm trying to install Skyrim from Steam but im only getting 100kb/s average. If anyone could help that would be appreciated!

it might be some kind of DNS or static IP that has been configured on the Ethernet adaper
reset the ip and flush DNSs this way:
1-Start > CMD
2-ipconfig /release
3-ipconfig /flushdns
and then restart the network adapter

I tried this and it barely improved the speed of the download, everything is still really slow compared to my other devices.
I already checked if there was any viruses (there shouldn't be anyway because i just built this yesterday).
When i check task manager it says I'm receiving around 1mbps and says I'm only using 2% of the Ethernet while I'm downloading something.
