Wireless adapter throttles down to 1mpbs

So i recently "upgraded" to windows 8.1 and ever since that my Belkin N750 wireless adapter has been fluctuating from 300mbps down to 1mpbs. I remember having this problem before and i thought changing the frequency from both to 2.4ghz was what i did but it doesn't seem to be helping. I'm willing to try about anything.

check under the wifi device and under usb ports if it a usb device for power savings. make sure it off so windows does not try and power down the card/usb stick. find out the chipset used in the usb device..see if the vendor of the chipset has a newer driver.

I've tried this already but my problem still persists :/
